How can I level up in Elder Scrolls IV: Oblivion?

I already finished the main quest but I'm still only a level 14. My major skills are armorer, blade, athletics, heavy armor, destruction, restoration, and security. I NEED TO LEVEL UP. It is the only way to obtain other weapons.
