How to expose fearful dogs around aggressive ones?

if don't already have 1 put a fence up so the hostile dogs will not steal or hurt any thing of yours but that's just the first problem i would probably confront the owners of the dogs and tell them that there dogs are doing things that are NOT acceptable and if that does not work call the police and keep it a secret to make sure your not being hated by your neighbors
