I have a hp touchsmart iq815 that wont boot fully?

it fails to boot fully, (sometimes) if i unplug it and wait a bit sometimes it continues... if not it gets stuck sometimes before the black screen with the green load bar and sometimes at bios screen tested hd and ram both good replaced hd and ram out of desperation and put entire new operating system on and still same problem... any suggestions?
